7.1.7: PERMIT REQUIRED AND FEES:
No construction, alteration, excavation or demolition shall be allowed unless and until a building permit authorizing such construction, alteration, excavation or demolition is issued by the Building and Zoning Department. A permit shall not be issued unless the proposed activity complies with the codes and ordinances of the City and the required fees are paid. When any work requiring a building permit starts prior to the issuance of a required permit, the building permit fees shall be a minimum of fifty-dollars ($50.00) or double the permit cost, whichever is greater. The schedule of fees is as follows and shall supersede any previously adopted fees.
   A.   Building Fee:
Residential - new construction: $0.20 per square foot of a dwelling unit or structure, including shell construction and/or build-out construction.

A bond indemnifying, keeping, and holding the city of Woodstock harmless against any loss, damage, judgment, or liability of any kind which the city may suffer from or on account of such demolition is required and shall be in the sum of $50,000.00 for structures not more than 3 stories in height and $100,000.00 for structures more than 3 stories in height.

   X.   All building permit fees required by section 7.1.7 of the Woodstock City Code, and all impact fees required by Chapter 10 of the Woodstock Unified Development Ordinance shall be and hereby are reduced by fifty percent (50%), but only in accordance with the following conditions:
      1.   Said fee reduction shall only apply to building permits for new, single-family detached dwellings issued by the City after the effective date of this section.
      2.   Construction shall be substantially started within three (3) months of the date of building permit issuance. If construction does not start within the three (3) month time frame, the building permit shall expire and become null and void. An applicant may request a refund of all building permit fees paid for said permit, minus a five hundred dollar ($500.00) administrative fee, but any subsequent building permit applications for a new single-family home on the same property shall not be eligible for the fee reductions authorized herein.
      3.   Construction must be completed and an occupancy permit issued within twelve (12) months of building permit issuance. If construction is not completed within the twelve (12) month time frame, a permit extension shall be required. Permit extensions may be granted by the City Manager, in one-month increments only, and subject to a fee of ten percent (10%) of the initial building permit cost for each month until occupancy is granted, not to exceed the full cost of the permit. Exceptions may be granted for extenuating circumstances at the discretion of the City Manager or City Manager's designee.
      4.   Applicants receiving the fifty percent (50%) reduction of building permit and impact fees shall not be eligible for the City's Impact Fee Deferral Program, as established in City of Woodstock Resolution 19-R-19.
