913.18 ABATEMENT OF HEDGE OR SHRUBBERY NUISANCE.
   (a)   Whenever any hedges or shrubbery upon any property are planted, permitted to grow or maintained in violation of the provisions of Section 913.15 or 913.16, the Director shall forthwith notify in writing the owner or occupant of the property where the violation exists of the existence of such violation and nuisance in accordance with Section 913.13.
   (b)   Upon written notice, such nuisance shall be removed within ten days. If such nuisance is not removed upon the expiration of the ten day period, the Director shall forthwith cause such nuisance to be abated by the Village through its employees, or by a private contractor under the direction of the Director. The full cost and expense of abating such nuisance shall be charged to the owner of the property affected in accordance with Section 913.13. In default of payment, collection shall be in accordance with Section 913.14.
