The planting of hedges and shrubbery along any public sidewalk shall be so done that the future growth thereof will not encroach upon, overhang or obstruct such public sidewalk. The planting of hedges and shrubbery along driveways from the public sidewalk to the front of the building line shall be so done that the future growth thereof will not encroach, overhang or obstruct the property of another person, nor obstruct clear vision toward the public sidewalk or street.
