There shall be a fee equal to the charge incurred by the Village for a returned check plus ten dollars ($10.00) for any check returned to the Village by any bank, for any reason whatsoever. The charge shall be owed to the Village by the drawer of a returned check and upon receipt shall be deposited into the General Fund of the Village.
