§ 151.025 CONDEMNED AND PLACARDED PROPERTY; NOTICE.
   (A)   When the Building Official or other enforcement official as designated herein determines that a building, structure, or premises are so damaged, decayed, dilapidated, unsanitary, or vermin-infested that it creates a serious and immediate hazard to the health or safety of the occupants or public or community, the Building Official shall condemn and placard said dwelling, dwelling unit, or structure and issue an emergency order as set forth in § 151.026.
   (B)   Prior notice under this section shall not be required. Within 24 hours after such dwelling or structure is placarded, a copy of the emergency order shall be served in the manner set forth in § 151.024 and the owner or occupant shall be entitled to a hearing before the Appeals Board not later than three days after the date on which the owner or occupant serves the Building Official with a written request for same.
