When the Building Official finds an emergency exists which requires immediate corrective action to safety and public health, the Building Official may without notice or hearing issued an order reciting the facts which constitute the emergency and requiring such action be taken as the Building Official deems necessary to meet the emergency; the order shall be effective upon service, and the person to whom the order is directed shall comply immediately.
