(a)   The Building Inspector shall send a notice by certified mail to the record/title owner of the property as well as any mortgage holders, lien holders, lease holders, or anyone else having jurisdiction over giving them notice that unless the defects are corrected within thirty days of the receipt of said notice he will request from Council an ordinance authorizing the demolition of such structures.  He shall also post a notice on the property itself stating that it is condemned.
   (b)   If, at the expiration of the thirty day period, repairs have not been made nor an agreement made to repair the structure, the Building Inspector shall request of Council an ordinance authorizing the demolition of the property, and follow it’s publication and proceed with the demolition of the structure in the manner directed by Council.
