(a) The Village Administrator or any his duly authorized employees or agents shall have the right to enter any premises to which service extends, for the purpose of reading, repairing, installing, removing and inspecting meters, for investigating cross connections, investigating theft of service, or for any other purpose which the Village Administrator may deem necessary for the proper operation and maintenance of the Village’s Water System.
(b) The Village Administrator or any of his duly authorized employees or agents may request entry pursuant to Section 933.07(a) either orally or writing.
(c) If the Village Administrator or any of his duly authorized employees or agents requests entry in writing the request shall be:
(1) Personally served upon the owner and occupant of the premises, or
(2) Served by certified mail, return receipt requested to the owner and occupant of the premises, or
(3) If the owner and occupant cannot be personally served or served by certified mail, return receipt requested service will be deemed made by publication in a newspaper of general circulation once a week for three consecutive weeks.
(d) The written requests provided for in subsection (c) hereof shall advise the owner and occupant of the premises that failure to permit the Village Administrator or any of his duly authorized employees or agents to enter the premises will result in the termination of service fourteen (14) days after the date of the written service.
(e) If service is terminated pursuant to subsection (d) hereof the standard reconnection fee in effect and pursuant to Section 933.08 shall be assessed.
