(a) The Village Administrator is hereby authorized and directed to discontinue, after providing written notice to the occupant thereof, the water services to any property wherein any connection in violation of the provisions of this chapter is known to exist, and to take such other measures as he deems necessary to eliminate the danger of contamination of the public water supply.
(b) The Village may disconnect the water service of any account that is delinquent, except the Village may not disconnect the water service to any property where the account is in the name of the property owner and the property owner is delinquent and a tenant or tenants of said property are residing in the structure.
(c) No individual, individuals, partnership, corporation or other entity that has had water service disconnected shall be permitted to have water service reinstated unless and until the delinquent balance is paid in full and the individual, individuals, partnership, corporation, or other entity has paid a fifty dollar ($50.00) reinstatement fee.
