(a) The owner, occupant, lessee, agent or other person having charge or management of any lot or parcel of land upon which a tree, plant or shrubbery stands with any part thereof upon or overhanging a public street or sidewalk shall trim such tree, plant or shrubbery so that a clear height of eight feet between the lowest branch of the same and the street or sidewalk is maintained.
(b) The owner, occupant, lessee, agent or other person having charge or management of any lot or parcel of land shall trim or remove any tree, plant or shrubbery or any part thereof as may be necessary to provide a clear and obstructed view of the traffic from all directions at any street intersection or to abate any nuisance necessary to protect the life, limb or property of persons, drivers of any vehicles, or pedestrians using said street or sidewalk. Solid fences, hedges or shrubbery shall not exceed a height of forty-two inches within twenty feet of any intersection.
(c) The owner, occupant, lessee, agent or other person having charge or management of any lot or parcel of land shall trim and remove, as the case may require, every dead, decayed, or broken tree, plant, or shrubbery so that the same shall not fall to the street or sidewalk.
