The owner, occupant, lessee, agent or other person having charge or management of any lot or parcel of land within the corporate limits of the Municipality, whether the same be improved or unimproved, vacant or occupied, shall prevent the accumulation of waste materials of any kind or an overgrowth of brush as set forth in this chapter. Roofs, courts, yards, vacant lots and open spaces shall be kept free of deposits or accumulations of waste paper, hay, grass, straw, weeds, litter, combustible wastes, garbage or rubbish of any kind.
