The owner, occupant, lessee, agent or other person having charge or management of any lot or parcel of land shall cut down and remove all noxious weeds or vines growing upon any such lot or parcel of land and prevent the same from blooming or going to seed or exceeding a height of twelve inches, and shall clear off and remove all rubbish of any kind including garbage and including, but not limited to, dead trees, tin cans, cartons, paper boxes, junk parts of automobiles, brush or any other type of rubbish creating any unsightly condition, contributing to a hazard of fire, providing a breeding place for rats, mice or other vermin and creating a hazard to public health and safety.
