A. Authority to Install. The Village Manager shall cause to be placed and maintained traffic-control signs, signals and other devices when and as required under this chapter and under state laws to make effective the provisions of this chapter and such state laws, and may cause to be placed and maintained such additional traffic-control devices as he or she may deem necessary to regulate traffic under the provisions of this chapter or under state law, or to guide or warn traffic.
B. Obedience to Devices. No driver of a vehicle shall disobey the instructions of any official traffic-control device placed in accordance with the provisions of this chapter unless at the time otherwise directed by a police officer.
C. Crosswalks, Traffic and Parking Lanes, Loading Zones, Etc. The Village Manager may establish, designate and set off with appropriate markings, signs or other devices, crosswalks, traffic lanes, parking lanes and spaces, bus stops, taxicab stands, passenger zones and loading zones, and other places established, designated or set off for the enforcement of this chapter, and the Village Manager shall determine the character and kind of such markings, signs or other devices.
D. One-Way Streets and Turning at Intersections. Subject to approval of the Village Council, Village Manager may designate certain streets or alleys or portions of streets or alleys along which vehicles shall travel only in one prescribed direction, and to designate certain intersections at which vehicles shall not make left-hand or right-hand or U-turns, as the case may be. The Village Manager shall cause the placement of proper signs along such streets and alleys and at such intersections indicating the direction of travel and the kinds of turns which are prohibited.
E. Through Streets and Stop Intersections. Subject to approval of the Village Council, the Village Manager may designated certain streets or portions of streets as through streets and shall cause to be erected and maintained an appropriate stop sign on each street intersecting such through streets.
The Village Manager may designate street intersections in addition to the intersections of through streets as dangerous or hazardous intersections and shall cause a stop sign or "yield right-of-way" sign to be erected and maintained at each such dangerous or hazardous intersection.
F. Play Streets and Zones of Quiet. The Village Manager may declare any street or part of street a play street and shall cause to be placed appropriate signs or devices in the roadway indicating and helping to protect the same.
The Village Manager may establish zones of quiet in streets adjacent to hospitals or elsewhere whenever in his or her judgment such quiet zones are necessary for the welfare of inmates of such hospitals or others and shall cause to be placed appropriate signs designating such zones as zones of quiet.
