Section 5.68.190   Penalties and violations; revocation and suspension.
   A.   Grounds for revocation or suspension; application of general penalties. Any person who violates a provision of this chapter, who makes a false statement in obtaining a license under this chapter, who violates a condition of any license issued under this chapter, or who no longer meets the eligibility standards for issuance of a license under this chapter shall be subject to the penalties provided in this chapter in addition to the general penalties established in chapter 1.08 of this Code. The revocation or suspension of a taxicab operator's license for any of the foregoing violations shall not preclude the Village from seeking fines or pursuing any other available remedy for any such violation.
   B.   Revocation and suspension of license.
      1.   The Chief of Police may request or recommend the revocation or suspension of a taxicab operator's license upon determining that any of the grounds for revocation or suspension exist. Such determination may be made by the Chief of Police upon his own initiative or upon receiving a citizen or consumer complaint.
      2.   Notice of revocation or suspension shall be issued in writing by the Village Manager, at the request or recommendation of the Chief of Police.
      3.   The notice shall state the grounds for the revocation or suspension, shall state the effective date of the revocation or suspension, and shall inform the licensee of the right to appeal, The notice of revocation or suspension shall include a statement of any conditions that must be met for the license to be reinstated. If the notice is for a suspension for a fixed period of time, the notice shall also state the date on which the suspension shall end.
   C.   Appeal. The revocation or suspension of any license issued under this chapter may be appealed to the Village Council in accordance with the provisions of section 5.04.150 of this Code.

   D.   Reinstatement of license. No revoked or suspended license shall be reinstated unless all conditions for reinstatement set forth in the notice of revocation or suspension have been satisfied, and unless the person seeking the reinstatement shall have paid all applicable fees and otherwise demonstrated that he meets all eligibility standards for the issuance of a license under this chapter.
   E.   Fines. Except as provided in subsection F of this section, any person who is found guilty or liable for a violation of this chapter shall be subject to a fine of not less than one hundred dollars ($100.00) nor more than seven hundred fifty dollars ($750.00).
   F.   Operating without a license. Any person who conducts or engages in the taxicab business in the Village in violation of section 5.68.020 of this chapter shall be subject to a fine of not less than one hundred fifty dollars ($150.00) nor more than seven hundred fifty dollars ($750.00).
