8-1-5: SEWER EXTENSIONS:
   A.   Extension Permit Requirements:
      1.   Performance Bond: No permit for a sewer extension shall be issued by the Village unless the person applying therefor or the contractor shall have filed in the office of the Village a performance bond with corporate surety thereon, acceptable to the Village, in a sum equal to the estimated cost of the work to be done. Such performance bonds shall be approved by the Village, conditioned upon the applicant indemnifying and saving harmless the Village for any and all damage to underground utilities or to the water and sewer mains and laterals of the Village and from any failure to restore any road, ditch, pavement or portion thereof damaged during the construction of the sewer extension to the condition at the commencement of construction.
      2.   Insurance: No permit for a sewer extension shall be issued by the Village unless the person applying therefor or the contractor shall have first procured public liability insurance in an amount of not less than three million dollars ($3,000,000.00) for injuries, including accidental death, to any one (1) person and, subject to the same limit for each person in an amount not less than three million dollars ($3,000,000.00) on account of one (1) accident, and property damage insurance in an amount not less than two million dollars ($2,000,000.00). The persons to be indemnified and saved harmless in said insurance policy shall be the Village and the applicant for sewer extension. A certificate of said insurance shall be filed with the Village.
      3.   Fee: There shall be a fee for the construction of an extension to the Village sewer main or lateral in accordance with chapter 2 of this title.
   B.   Application For Connection: Applicants for sewer connections and/or house connections shall pay all costs of labor and materials for installing the sewer connections as provided herein, and shall pay all costs of labor and materials for installing the house connection and installation may be made only after issuance by the Village Code Enforcement Official of a permit, on a form to be supplied by the Village, authorizing the sewer connection and house connection and specifying the size, grade and materials thereof. Such application for sewer connections and/or house connections shall impose liability for periodic sewer charge to be billed the owner not later than ninety (90) days after service is available to the owner's premises, whether or not said owner makes physical connection to said sanitary sewerage system. The permit and inspection fees for such sewer connection and/or house connection shall be as provided by ordinance of the Village. (Ord. 2017-02-02, 2-16-2017)
   C.   Construction Requirements And Specifications: Construction requirements and specifications shall conform to section 11-3-17 of this Code.
   D.   Inspections: Any person to whom a permit is issued for connection to the sewer system shall notify the Village for inspection of connection during regular Village business hours no less than twenty four (24) hours in advance of the required inspection. (Ord. 267, 8-15-1961; amd. 1994 Code)
In all cases, the minimum fee for inspection of connection and sewer line appurtenances to such connection shall be as provided in chapter 2 of this title.
   E.   Changes In Ownership Of Premises: It is the duty of each owner of any premises served by the Winfield water and sanitary sewerage system to notify the Village of any change in ownership of those premises and such owner remains liable for payment of all charges for said service until such notification is provided and a final meter reading obtained.
