In addition to the requirements of this chapter or of any other ordinance adopted by the City, wherever the plot plan filed under Section 1359.03 fails to indicate a method of positive draining of surface water from the lot, the City Engineer shall notify the applicant and the Building Inspector of such failure and shall recommend to the applicant and prescribe the method of drainage to be provided, which recommendation and prescription shall be incorporated by the applicant into the plot plan before resubmission for approval.
