751.10 SNOW REMOVAL CONTRACTORS.
   (a)   “Snow removal contractor”, as used in this chapter, means any individual, firm, partnership, corporation, association or other organization, or any combination thereof, who or which by himself or itself or by or through others undertakes or offers to undertake or purports to have the capacity to undertake, for hire, to remove snow from the premises of another. This section shall not apply to a property owner desiring to perform work on his own premises, so long as such work is actually performed by the property owner or members of his immediate family and the work is performed without compensation.
   (b)   No snow removal contractor shall perform any work for hire or otherwise in the City without first obtaining a Certificate of Registration from the City Building Inspector.
   (c)   The City Building Inspector shall issue a Certificate of Registration to each snow removal contractor making application for such registered certificate when each of the following conditions have been met:
      (1)   The applying contractor has made an application on such form as is required by Section 751.03 and the applying contractor has completed such application form to the satisfaction of the Building Inspector.
      (2)   The applying contractor has furnished evidence of liability insurance for bodily injuries in the minimum amount of three hundred thousand dollars ($300,000) and for property damage in the minimum amount of fifty thousand dollars ($50,000).
      (3)   Where the applying contractor uses more than one vehicle, such contractor shall produce evidence that each vehicle is covered by the liability insurance policy required in this section.
      (4)   Each applicant shall pay a fee of ten dollars ($10.00) for each registration for one vehicle and a fee of an additional one dollar ($1.00) for each additional vehicle.
      (5)   Each applicant will be provided with a copy of the City ordinances relating to snow removal contractors and shall be provided with a decal for each vehicle to be used by the applicant. Such decals shall be designed by the City and displayed in a conspicuous place on each snow removal vehicle registered in accordance with the terms of this section.
      (6)   Each snow removal contractor applicant will permit the City to photocopy the insurance policy required by this section, so that copies of same may be kept on file in the office of the Building Inspector.
   (d)   Each snow removal contractor shall fully comply with all City ordinances, including, but not limited to, Section 311.07 of the Codified Ordinances.
   (e)   No contractor's bond guaranteeing compliance with the City Building Code shall be required of snow removal contractors.
   (f)   Whoever violates any provision of this section shall be subject to the penalty provided by Section 751.99.
   (g)   The Certificate provided for in this section shall be in effect from October 1 through September 30 of each year.
