In order to avail himself of the appeal referred to in Section 745.13, the appellant shall, within ten days after receiving notice of such revocation, give written notice of such appeal to the Director of Public Safety and also to the Mayor. Such appeal shall be heard by the Board of Appeals within ten days after the filing of such notice of appeal and the Board shall make its decision not later than ten days after the termination of the hearing and its decision shall be final.
