An appeal from any decision of the Director of Public Safety revoking a certificate of necessity or a license to operate may be taken to a Board of Appeals which is hereby created and which shall be composed of the Mayor, the Chairman of the Safety Committee of Council and the Director of Law. The Board is hereby authorized, after full hearing, to affirm or reverse the decision of the Director of Public Safety.
