157.02 POLICY STATEMENT.
   (a)   The City intends to initiate, voluntarily, affirmative efforts to assure that staff positions and training and employment opportunity are genuinely and equally accessible to qualified persons without regard to their sex, racial or ethnic characteristics or handicap.
   (b)   The City will continue to monitor its employment practices to insure that jobs are fairly distributed and that minorities are fairly represented on the work force.
   (c)   All hiring, promotion practices, and other terms and conditions of employment shall be maintained and conducted in a manner which does not discriminate on the basis of race, color, sex, age, religion, national origin, political affiliation or beliefs, or handicap, in violation of the Civil Rights Act of 1964, except where sex or age is a bona fide occupational qualification.
   (d)   This voluntary action should enable the City to reach its goal, which is the achievement of genuine equal employment opportunity for all qualified persons.
