157.01 ADOPTION.
   (a)   The Affirmative Action Program, dated December 5, 1978, on file with the Clerk of Council is hereby approved and adopted.
   (b)   The Mayor is hereby authorized to approve and sign the aforesaid Affirmative Action Plan on behalf of the City.
