155.02 VACATIONS.
   (a)   The regularly employed full-time officers and employees in the offices of the Mayor, Director of Finance and Division of Building, Engineering and Inspection, and all other full-time employees who are not covered under a collective bargaining agreement, shall be entitled to annual paid vacations determined as follows:

   (b)   “Years of service,” as used in this section, means as a full-time employee. The anniversary date of an employee's appointment as a full-time employee shall be used as the date to determine the length of service of each employee.

   (c)   Schedules for vacations of such officers and employees shall be arranged by the respective department heads with the approval of the Mayor.
   (d)   The vacation pay of such officers and employees shall be the pay or salary for the officer's or employee's regular work week, based upon an eight-hour day and forty-hour week, to be computed at the regular hourly rate for such employees.

   (e)   Vacations must be taken within the twelve-month period following each employee's anniversary date. Unused vacation time may be carried over into the employee's next vacation year due to hardship or the needs of the City, and subject to approval by the Mayor.

   (f)   A re-employed retirant, as defined in Ohio R.C. 145.381, shall not be entitled to receive payment for vacation time accumulated, but unused, at the time of retirement should that employee become re-employed under the provisions of Ohio R.C. 145.381. The re-employed retirant shall continue to be entitled to annual paid vacations as set forth in Section 155.02(a) as if there had been no break in the years of service.
