(a) Each regular full-time member of the Department of Public Service shall receive a vacation at his regular hourly rate of pay based upon the following schedule of years of
service:

For the purpose of the above schedule, “days” means consecutive calendar days, except that a vacation may be split into periods of not less than seven consecutive calendar days each aggregating the number of calendar days set forth above.
(b) For the purpose of determining the number of vacation days to which each regular full-time member is- entitled, the anniversary date of his appointment shall be used as the date to determine the length of service of each member of the Department. Each member shall be entitled to one vacation for each twelve months of service.
(c) Schedules for vacations of members shall be fixed by the Director of Public Service.
(d) The vacation pay of a Department employee entitled to such vacation shall be his regular pay based upon an eight-hour day and forty-hour week, all to be computed at the regular hourly rate for such employee.
