(a) Each Public Service Department employee shall be paid for New Years Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day, the day following Thanksgiving Day, Christmas Eve, Christmas Day, New Years' Eve and a personal day, when such days fall on days that the employee would otherwise have been scheduled to work, provided that he meets the following requirements:
(1) The employee has been employed at least six months prior to the date of the holiday; and
(2) The employee must have worked the last scheduled work day prior to and the next scheduled work day following such holiday, except where such employee has been granted sick leave for such day by the Mayor.

(b) In the event any of the aforesaid holidays falls on a Saturday or Sunday, and the immediately preceding Friday or the immediately succeeding Monday, respectively, is observed as such holiday pursuant to statute, proclamation by the Governor or ordinance of Council, and the employees do not work on that Friday or Monday, such Friday or Monday shall be deemed and paid for as a holiday under this section.
(c) Employees who axe on sick leave because of any injury arising out of the course of their employment in the Department shall be paid for the holidays specified in subsection (a) hereof occurring during the first six months of such leave.
(d) Employees who work on holidays shall be paid their straight-time hourly rate plus the regular holiday rate of pay not to exceed eight hours holiday pay.
(e) In addition to the holidays provided for above, each employee who is eligible for holiday pay under subsection (a) hereof shall be entitled to a day's absence from work with pay, as for a holiday, on each anniversary of the date of his birth when such anniversary falls on a Monday, or, when such anniversary falls on a day other than a Monday, on the first Monday following such anniversary, provided that if the employee is required to work on the day as provided above because of a declaration of the Director of Public Service that emergency conditions so require, such employee shall be entitled to the day's absence provided for in this subsection on the next succeeding Monday or on the first day following the expiration of such declaration of emergency conditions requested by such employee and approved by the Director.

(f) An employee of this City whose compensation has been funded by any state or Federal funded program who transfers his employment to the City shall be credited with the unused balance of his accumulated sick leave with such State or Federal agency, provided that such balance is evidenced by an appropriate certificate or letter from an appropriate official of such agency.
(g) An employee of this City whose compensation has been funded by any State or Federal funded program who transfers his employment to the City shall be credited with the period of time employed with such State or Federal agency for such holiday pay.
