The Department of Public Service shall consist of the Director of Public Service and four foremen to be designated by the Director with the approval of the Mayor, namely Road Foreman, Sewer Foreman, Maintenance Foreman and Parks and Playground Foreman, and such other number of employees as shall be determined by the Mayor and the Director as required to carry out the functions of the Department. Employees shall be classified at the time of employment and may be reclassified from time to time by the Director with the approval of the Mayor.
