The owner, agent or person in control of a building, structure or portion thereof for which a notice of violation and order has been issued pursuant to Section 1341.03
shall, without payment of a fee, have the right to appeal from the notice and order of the Building and Zoning Inspector and to appear before the Board of Building Code Appeals at a specified time and place to show cause why such owner, agent or person in control should not comply with such notice and order. The procedure for taking such appeal shall be governed by Section 112 of the Residential Code of Ohio for One, Two and Three Family Dwellings as adopted in Section 1301.01
