1341.03 NOTICE OF VIOLATION.
   (a)    Whenever the Building and Zoning Inspector finds any building or structure or portion thereof to be an unsafe structure or public nuisance, as defined in Section 1341.01, he shall give a written notice of violation to all persons or entities that claim an ownership interest of record in the land and building or structure, and to the person or agent in control of such building or structure, and to the mortgagee of record, if any. The notice shall be sent by certified mail, return receipt requested, and shall state the defects and shall include an order requiring all persons or entities that claim an ownership interest of record in the land and building or structure, and the person or agent in control of such building or structure, and the mortgagee of record, if any, of the land and structure, within a stated period of time, either to complete specified repairs or improvements, or to demolish and remove the building or structure or portion thereof.

   (b)    If the person to whom such notice and order is addressed cannot be found within the City after a reasonable and diligent search, then such notice and order shall be sent by certified mail to the last known address of such person and a copy of such notice and order shall be posted in a conspicuous place on the premises to which it relates. Such mailing and posting shall be deemed legal service of such notice and order.
   (c)    No owner, agent or person in control of such structure or building, mortgagee of record or lien holder of record who has received such notice and order shall fail to inform any prospective purchaser, vendee, grantee, assignee or land contract buyer thereof of any such notice and order. No owner, agent or person in control of such structure or building, mortgagee of record or lien holder of record shall transfer to any vendee, grantee, assignee, land contractee or any other transferee any interest in such structure or building after receiving such notice and order without first providing the transferee with a copy of such notice and order.
