On and after the effective date of this section (Bill 1976-28, passed February 3, 1976), no owner or occupant of any building within the City shall fail to attach to such building the number heretofore assigned thereto pursuant to this chapter, whether the same had been assigned thereto prior to the effective date hereof or whether the same is assigned subsequent to such effective date and pursuant to Section 1325.01(b) and (c). In the event any such building has been constructed or erected less than sixty days prior to the effective date hereof, or in the event such building is erected after the effective date hereof, no such owner or occupant shall fail to attach such number to such building any later than the effective date of this section or later than the sixtieth day after the construction thereof, whichever is later. Such number shall be placed on such building so as to be conspicuous and easily discernible from the street or highway on which such building fronts and shall be of such size and type as may be prescribed by the City Engineer. In the event any question arises as to the street or highway on which such building fronts, the determination of such question shall be made by the City Engineer.
