The city has the authority to assess expenses under this subchapter as it has to assess expenses under §§ 152.01 through 152.09. A lien is created under this subchapter in the same manner that a lien is created under §§ 152.01 through 152.09 and is subject to the same conditions as a lien created under that subchapter.
