§ 154.04 APPLICATION AND JURISDICTION OF REGULATIONS.
   (A)   Compliance with regulations. No person shall create a subdivision of land within the corporate limits of the city without complying with the provisions of these regulations and those required by the state. All plats and subdivisions of any such land shall conform to the rules and regulations set forth herein.
   (B)   When platting required. Every owner of any tract of land situated within the corporate limits, who may hereafter divide the same in two or more parts for the purpose of laying out any subdivision (whether for residential or nonresidential purposes) of any tract of land or any addition to the city, or for laying out lots, parcels, or building lots, and streets, alleys, or parts or other portions intended for public use, or the use of purchasers or owners of lots fronting thereon or adjacent thereto, shall cause a plan or plat to be made thereof in conformance with the provisions of these regulations.
