Pursuant to § 41.015, the County Executive shall be responsible for developing policy for:
(A) The management of supplies during their entire life cycle;
(B) The sale, lease or disposal of surplus supplies by public auction, competitive sealed bidding or other appropriate method designated by regulation; and
(C) Transfer of excess property.
