METERED PARKING
§ 73.30 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   OPERATOR. Every individual who shall operate a vehicle as the owner thereof or as the agent, employee or permittee of the owner.
   STREET.  
      (1)   Any public way, road, highway, STREET, avenue, boulevard, parkway, alley, lane, viaduct, bridge and the approaches thereto within the town and shall mean the entire width of the right of way between abutting property lines.
      (2)   The term STREET shall include any place in the town which is used for metered parking.
   VEHICLE. Any device in, upon or by which any person or property is or may be transported upon a highway, except a device which is operated upon stationary rails or tracks.

§ 73.31 PRIOR ESTABLISHED ZONES, METERS AND THE LIKE.
   All parking meter zones established by authority of the Board of Commissioners, and all parking meters and instructions thereon, parking spaces and signs relating to metered parking, which were installed or marked and in place by authority of the Board of Commissioners as of the effective date of this code, are hereby confirmed and continued in full force and effect until a time as they may be altered or discontinued by authority of the Board of Commissioners pursuant to the provisions of this chapter.

§ 73.32 ESTABLISHMENT OF ADDITIONAL ZONES, TIME LIMITATIONS AND THE LIKE.
   (A)   The Chief of Police is hereby authorized to establish parking meter zones from time to time hereafter as traffic conditions require, in streets that are selected by resolution of the Board of Commissioners for the location of the zones.
   (B)   Within those parking meter zones the Chief of Police shall cause parking meters to be installed and shall cause parking meter spaces to be designated as hereinafter provided, and shall fix the time limitations for legal parking in those zones, and the hours during the day and night when the parking meters must be used and when the time limitations shall be effective, in compliance with the provisions of this section; and shall indicate the time limitations by designating them on the parking meters or by appropriate signs posted in proximity to meters within the zones.

§ 73.33 PLACEMENT AND SPECIFICATIONS OF METERS.
   Parking meters installed in the parking meter zones established as provided in § 73.32 shall be placed upon the curb immediately adjacent to the individual parking places hereinafter described. Each parking meter shall be placed or set in a manner as to show or display by a signal that the parking space adjacent to the meter is or is not legally in use. Each parking meter installed shall indicate by a proper legend the legal parking time established by the town and, when operated, shall indicate on or by its dial and pointer the duration of the period of legal parking, and on expiration of the period, shall indicate illegal or overtime parking.

§ 73.34 MARKING OF PARKING SPACES; REQUIREMENT OF VEHICLES.
   The Chief of Police shall have lines or markings painted or placed upon the curb or upon the street adjacent to each parking meter for the purpose of designating the parking space for which the meter is to be used, and each vehicle parking adjacent to any parking meter shall park within the lines or markings so established. It shall be unlawful and a violation of this chapter to park any vehicle across any line or marking or to park a vehicle in a position that it shall not be entirely within the area so designated by the lines or markings.

§ 73.35 PARALLEL PARKING; FRONT OF VEHICLE TO BE NEAR METER.
   When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle parked in that parking space shall be parked with the foremost part of the vehicle nearest to the meter.

§ 73.36 OVERTIME PARKING UNLAWFUL.
   It shall be unlawful and a violation of the provisions of this chapter for any person to cause, allow or suffer any vehicle registered in his or her name or operated by him or her to be parked overtime or beyond the period of legal parking time established for any parking meter zone as herein described.
