PREAMBLE
A “Linked Deposit Program” as defined in Ohio R.C. 135.80 is established and the City Finance Director is authorized to place City certificates of deposit at up to three percent (3.00%) below market rate with an eligible lending institution applying for interim monies as provided in Ohio R.C. 135.08 or inactive money as provided in Ohio R.C. 135.32 provided the institution agrees to lend the value of such deposit to eligible borrowers at up to three percent (3.00%) below the present borrowing rate applicable to each borrower pursuant to the provisions as set forth herein.
