933.06 WATERLINE INSTALLATION POLICY.
   (a)   If the project is initiated by petition or Council, all costs including engineering and advertisement will become a part of the project and total costs assessed accordingly. Such a project will be completed in accordance with Ohio R.C. Chapters 727 and 729.
   (b)   All new watermain installations or extensions from existing lines must be installed in the public right of way or on a dedicated utility easement and become part of the Village public utility system upon completion, testing and final approval and acceptance by the Village.
   (c)   All new watermain installations or extensions from existing lines must be watermain pipe with at least eight inches in diameter, must have the necessary appurtenances (mainline valves, tees, etc.), and must have fire hydrants placed at intervals not more than 450 feet apart. The type of watermain material and appurtenances must be approved by the Administrator.
   (d)   The developer will pay the entire cost for plan preparation, plan review by the Village Engineer, and any fees associated with the same. The developer will pay the entire cost of the watermain installation and testing other than any financial participation approved by Council as detailed in subsection (e) hereof.
   (e)   Council may approve, with the recommendation of the Streets-Water-Sewer Committee and the Administrator, to pay for the cost of material and appurtenances larger than eight inches in diameter on all projects.
   (f)   All installation inspections will be provided by the Village at no cost to the developer, unless inspections are conducted by an outside firm, then the cost will be borne by the developer.
