The Administrator pursuant to Ohio R.C. 735.273, shall manage, conduct and control the Village Waterworks. The Administrator with the concurrence of Council may make such by-laws and regulations as he deems necessary for the safe, economical and efficient management and protection of the Village Waterworks. Such by-laws and regulations shall have the same validity as ordinances when not repugnant thereto or to the Constitution or other laws of the State.

As used in this chapter:
(a) “Administrator” means the Municipal Administrator.
(b) “Water Department” means the Division of Water of the Village.
(c) “Employees” means all necessary persons appointed to perform duties, serve the term of employment and receive the salary for positions created by law.
(d) “Village Council” means the elected members of the legislative authority of the Village.
(e) “Superintendent” means the Director of Public Service or his designee.
