SECTION 85. EFFECTIVE DATE OF CHARTER.

For the purpose of nominating and electing officers of the City and fixing the compensation of those to be elected in 1967, and division of the City into wards, this Charter shall be in effect from and after the date of its approval by the electors. For all other purposes, this Charter shall be in effect on and after December 31, 1966.
