SECTION 59. POWERS AND DUTIES.

(a) The Civil Service Commission shall have the power to adopt rules and regulations concerning the selection, promotion, demotion, discipline, and removal of employees within the classified service of the City, provided such rules and regulations do not conflict with the provisions of this Charter and further provided that such rules and regulations for the classified service shall not take effect until they are approved by motion of the Council.

(b) The Council shall appropriate sufficient moneys each year to carry out the Civil Service provisions of this Charter.

(c) The Civil Service Commission shall appoint and remove, subject to the Civil Service provisions of this Charter, all employees of the Commission.
