   SECTION 5. ATTENDANCE.
   (a)    Members of Council shall attend all Council meetings and be subject to their own rules governing attendance.
   (b)   Four members of the Council shall be a quorum to do business, but a lesser number may adjourn from time to time to compel the attendance of absent members in such manner and under such penalties as may be prescribed by ordinance or rules of Council.
