SECTION 4. SALARY OF COUNCIL AND ELECTED OFFICIALS. 
   (a)    The salary of each elective office shall be set on an annual basis and shall remain unchanged throughout the term of office from that salary set for the first year of each term.
   (b)    Ordinances increasing or decreasing salaries, in order to be effective for the next ensuing term of office, shall be passed by Council not later than twenty-one days prior to the last day for filing nominating petitions as a candidate for such offices.
   (c)    Notwithstanding paragraphs (a) and (b) requiring salaries of elected officials to be by ordinance, the salaries of each elected official for the terms commencing January 1, 1980, Ordinance 10-79, passed by Council on February 6, 1979, is repealed insofar as it establishes incremental salary increases in 1981, 1982 and 1983 and the annual rate of compensation to each such elected official shall be the annual rate established therein for the year 1980. This paragraph (c) shall have no force and effect after December 31, 1983. (Amended 6-5-79. )
