917.02 APPLICABILITY.

This chapter is not applicable to new construction for previously unimproved streets, roadways or highways and is not applicable to streets, roadways or highways requiring major reconstruction or repair due to natural deterioration subsequent to twenty years from original construction and/or assessment.
