915.02 NOTICE TO REMOVE. 
   Upon written and signed complaint being made, the Director of Public Service shall examine or cause to be examined every existing willow, cottonwood or poplar tree within fifty feet of any public utility line above and below the ground and any sewer, drain or manhole in the City reported as dangerous to or causing interference with such public utility line and sewer, drain or manhole in the City, or where such existing willow, cottonwood or poplar tree is damaging or destroying any walk, driveway or approach thereof. If upon examination the Director finds such tree to be dangerous or causing damage, he shall give to the owner of the tree or the person having charge or control of such tree, including an administrator or executor, written notice of his findings, which notice shall require that such tree be removed by the owner within thirty days from the date of service of such notice. Proper service of such notice shall be by personal service, residence service or by certified mail. However, such notice shall be deemed to be properly served upon such owner or person having charge or control of the tree, including an administrator or executor if a copy thereof is sent by certified mail to his last known address.
