739.06 ISSUANCE; NOT TRANSFERABLE; DISPLAY. 
   (a)   The Director of Public Service shall issue a transient merchant's license to all applicants who comply with the terms and conditions of this chapter, if he finds the character and business responsibility of the applicant, and his principal employer, if any, to be satisfactory, and not a threat to the public health, safety and welfare of the residents of the City but such license shall not be transferable nor shall it be used by other persons than the licensee, his employees or agent. Such license as issued, shall be exhibited to any officer authorized by law to enforce this chapter at any time upon demand of such officer. Such license shall be issued only for a specific address, and for only such products as are to be sold at that time at such address.
   (b)   If the Director of Public Service denies the issuance of the license, he shall notify the applicant, in writing, of the reasons for the denial within ten days of his determination to deny the application. Such notice shall be sent by certified mail to the applicant personally, and shall be considered served on the date the notice is mailed or served upon the applicant personally. The applicant, within twenty days of his receipt of the denial of his application for a license may appeal the decision of the Director of Public Service to the Board of Zoning and Building Appeals as provided under Section 151.02 (a) and Section 151.03 .
