151.02 POWERS AND DUTIES.
   The Board of Zoning and Building Appeals shall have the following powers and duties:
   (a)    Administrative Review. To hear and decide appeals where it is alleged there is error in any order, requirement, decision or determination made by any administrative officer in the enforcement of zoning or building ordinances or regulations of the City.
   (b)    Similar Use. To authorize only such similar uses as the Board is specifically authorized to pass on by the terms of this chapter.
   (c)    Variances. To hear and decide in specific cases such variance from the terms of zoning and sign ordinances as will not be contrary to the public interest where, owing to special conditions on the land or property use, a literal enforcement of the provisions of zoning and sign ordinances would result in unnecessary hardship. In granting a zoning variance, the Board shall adhere to the zoning districts in conformity with the zoning ordinances of the City.
   (d)    Lot Splits. To approve all requests for the splitting of all lots and lands where the area is less than one acre or where the property has been subdivided and split into lots, lot splits shall be considered as a variance procedurally under the terms of this chapter.
      (1)    The Mayor or the Chairman of the Zoning and Building Appeals Board shall and are hereby authorized to execute in behalf of the City any documents that have been properly approved by the Board for the splitting of lots.
      (2)    The requirements of this chapter shall not apply to any political subdivision as defined in Ohio R.C. 3501.01(N) meaning county, township, city, village or school district. The Mayor or the Chairman of the Zoning and Building Appeals Board shall and are hereby authorized to execute, on behalf of the City, any documents for the splitting of lots for such political subdivisions.
