737.02 LICENSE REQUIREMENTS; FEES. 
   The license provided in Section 737.01 shall be issued by the Mayor upon the payment of a fee in the amount of twenty-five dollars ($25.00) for each unit and upon compliance with the following conditions:
   (a)    The applicant shall submit to the City evidence of insurance providing coverage for property damage and bodily injury occasioned by the licensee, his agents or employees. The limits of such coverage shall be not less than the State of Ohio minimum liability law for vehicle insurance.
      (1)   Upon the issuance of a license, the license shall be displayed at all times on the lower left hand corner of the vehicle windshield of the vehicle. If no vehicle is used, the license shall be worn at all times (i.e. lanyard, clip) while doing business in the City.

   (b)    The application shall contain a schedule of vehicles to be used by the licensee and the applicant shall submit evidence that each person required to operate a motor vehicle has been licensed under the laws of the State. If the vehicle to be used is a bicycle, the applicant shall submit evidence that such bicycle has been licensed under the bicycle license ordinance of the City.
   (c)   The application shall furnish a schedule of the items to be sold or offered for sale and where necessary a schedule of refrigerator compartments, cooling devices or iceboxes required to safely maintain the foodstuffs to be sold or offered for sale. The Mayor or his agent may require such compartments, devices or boxes to be subjected to an examination to determine their ability to hold temperature at the required level as determined by the standards of the United States Department of Agriculture or the Ohio State Department of Agriculture. Such examination may be made prior to the issuance of a license and/or at any time during the license. In the event that the Mayor or his agent shall determine that such compartments, devices or boxes are not adequate to maintain temperature at the required level, an application for license may be rejected or any existing license may be revoked.
   (d)    Each operator shall provide evidence that a valid food handler's permit has been issued by the Franklin County Department of Health to the operator and his agents and employees.
   (e)    No person owning or operating such a vehicle used for the purposes above described which is motor-propelled, shall operate or permit it to be operated unless such vehicle is equipped with two four-inch amber lights which shall be located in line, one above the other, upon the upper portion of the left side between the center and rear portions of the vehicle so as to be clearly visible to a person approaching such vehicle from the front or rear. Such amber colored lights shall be operated continuously at the time the vehicle is stopped and the above items are being sold, vended or dispensed and at no other time. Such lights shall flash in the alternative and shall be controlled by an on-off switch within reach of the driver's seat position. (Ord. 37-69. Passed 7-15-69.)
   (f)    Each vehicle operated in the City under this chapter is to be safety checked by the Police Department prior to issuance of a street vendor's license or renewal of such a license. Vehicle defects which are listed during this safety inspection must be corrected, and the vehicle reinspected within seven days. All vehicles shall be subject to random or periodic inspections by the Police Department, and all vehicles shall be maintained in a safe and sanitary condition. The Mayor may suspend a street vendor's license, or refuse to grant such license, for a period of up to six months, for failure to comply with vehicle inspection requirements.
