715.02 ALARM PERMITS. 
   (a)    When any mechanical, electro-mechanical or electronic alarm system is installed in any structure within the City, whether or not it is a permanent installation, for the purpose of detecting or calling attention to a robbery, burglary, vandalism, unauthorized intrusion, fire or medical emergency, a permit shall be obtained as provided for by this chapter.
   (b)    Any residence or commercial building or part thereof located within the City may be equipped with an alarm system for the purpose of detecting and signaling the occurrence of fire, robbery, burglary, vandalism, unauthorized intrusion or medical emergency.
   (c)    No alarm system is exempted from the provisions of this chapter except as provided for by Section 715.07. Within sixty days following the effective date of this section as for all pre-existing alarm systems now installed within the City, or at least seven days before any new or used, modified, or updated alarm system is installed at or connected to a residence, building, or other places as defined within this Chapter, the owner or his agent shall apply for and receive a permit from the Director of Public Safety or his designated representative.
      (1)    The Director shall prescribe the form of the application and may require such information as is necessary to evaluate and act upon the permit application. The information contained in an alarm permit application shall be securely maintained and restricted to inspection only by the Director or his designated representative.
      (2)    The permit holder shall provide to the Director all pertinent information required, to include the names, addresses and local phone numbers of persons to be contacted in the event of a response by public safety personnel. The persons so named shall have keys to the premises or structure and be authorized by the permit holder to take charge of the property. Failure to provide current information and/or timely revisions will subject the permit holder to the provisions of Section 715.99 hereof.
   (d)    Alarm permits are personal, issued individually to the permit holder, and are not transferable. Upon the sale, lease, sublease or rental of the structure, new permits shall be required.
   (e)    No person, organization or business shall install an alarm system in this City without first having notified the Director, in writing, of such installation. Such notice shall include the address of the proposed installation, the type of alarm system and the name and address of the person, organization or business which will perform such installation, and whether or not the installation is a sale, lease or rental, duration of the agreement and pertinent billing information. Failure to provide such timely notice shall render the person, business or alarm company liable to the provisions of Section 715.99.
   (f)    No person, organization or business shall remove or otherwise terminate an alarm system in this City without notifying the Director, in writing, of such removal or termination. Such notice shall include the postal address of the removed or terminated system, the type of alarm system and the name and address of the person, organization or business which will perform such removal or termination. Such notice shall be served upon the Director within thirty days of the removal or termination of any given alarm system. Failure to provide such timely notice shall render the person, business or alarm company liable to the provisions of Section 715.99.
   (g)    When there has occurred any material change in the information previously submitted with respect to such alarm system, it shall be the duty of the occupant of a building, or structure, served by an alarm system, within ten days after a change of information previously submitted to the City to file an updated application supplement containing accurate and pertinent current information with respect to the data required by the Director. Failure to provide such timely notice shall render the person, business or alarm company liable to the provisions of Section 715.99.
