No person within this city shall place or deposit any old vehicle tire or inoperative household appliance upon the right-of-way of any public highway or upon any other public property; nor abandon either upon any private property which he or she does not own, lease, rent, or otherwise control, unless it is a licensed salvage yard or at the business establishment of a demolisher.
