§ 90.65 AGGRESSIVE DOGS AT LARGE.
   It shall be unlawful for any person to own or keep an aggressive dog which runs at large in the city. Knowledge or acquiescence by the owner is not an element of the offense. An AGGRESSIVE DOG AT LARGE means any dog at large that, without provocation, exhibits aggressive or combative behavior toward a person or another domestic animal, whether said person or domestic animal is physically attacked or bitten.
