(A) Any owner or keeper of any feline who permits such animal to run at large shall be deemed to have violated the provisions of this subchapter, and shall be subject to the penalties of § 90.99(C).
(B) All felines are to be registered within the corporate limits of the city through a tagging process that would allow for the identification of the animals and their owners or guardians.
