No plumbing, building, or electrical work shall be done without a permit issued by the City Inspector except as provided in Section 9-4-3 of this Title, Plumbing Code; section 9-3-4 of this Title, Electrical Code; and Section 9-2-3 of this Title, Building Code. A permit shall be issued if the plumbing, building and electrical work, as proposed in the application for a permit, meets all the requirements of the Code. If plans and specifications of the proposed work are requested, they also must meet the requirements of this Code. The City Inspector should request a recommendation from the City Council if in his judgment the application for a permit is questionable as to whether it meets the requirements of this Code.
