Repairs that involve only the working parts of a faucet or valve, the clearance of stoppage, repairing of leaks, replacement of defective faucets or valves or the replacement of defective appliances or fixtures may be made without a permit, provided no changes are made in the piping or plumbing systems; and further provided that the cost of such repairs does not exceed five hundred dollars ($500.00).
